As an educational management consultant for Pennsylvania School Boards Assoc. I was chief negotiator in numerous public school teacher and non-professional negotiations. I performed contract analysis services, analyzed incoming arbitration awards and advised clients on various labor, school law, employment discrimination and other issues. I prepared and presented frequent seminars and negotiator training schools, and wrote and edited articles for some PSBA publications. I also represented school districts as an advocate in several arbitrations. Since 1991 I have worked with established arbitrators, attending hearings and producing many draft awards. Municipal, school, law enforcement, corrections, postal, military, etc. Also, private industry, coal, utilities, etc.
